Your credit control may be failing when overdue invoices are getting older instead of being...
The Biggest Debt collection Agencies – Clear And Unbiased Facts Without All The Hype

There is no authoritative UK league table identifying one company as the biggest debt collection agency. Size can be measured by employees, revenue, purchased debt portfolios, accounts managed or geographic coverage. More importantly, the largest consumer debt purchaser may not be the right choice for recovering an unpaid business invoice.
Major groups often process large portfolios of credit cards, loans, utility bills and telecommunications debts. A business pursuing one or several overdue invoices may receive a more appropriate service from a specialist commercial debt collection agency.
Who are the major names?
Intrum describes itself as a leading European credit management provider, with approximately 9,000 employees operating across 20 European markets. Its services include debt servicing, collection and portfolio investment.
Cabot Credit Management is wholly owned by US-listed Encore Capital Group. Encore describes Cabot as a major UK credit management provider and European debt purchaser. Lowell also purchases portfolios from banks, utility providers, telecommunications companies and retailers before collecting the accounts through other companies within its group. PRA Group describes itself as one of the UK’s largest purchasers and collectors of non-performing consumer accounts.
Arrow Global should be described differently today. It now presents itself primarily as a pan-European alternative asset manager specialising in private credit and real estate. Its UK customer accounts have been administered by Capquest Debt Recovery since May 2023.
What does “biggest” actually mean?
Different organisations operate under different models, and some groups combine more than one.
| Type of provider | What it mainly does | Usually suited to |
|---|---|---|
| Debt purchaser | Buys portfolios and becomes the legal owner of the accounts | Banks, lenders, utilities and other organisations selling large portfolios |
| Third-party collection agency | Collects accounts on behalf of the original creditor or debt owner | Organisations outsourcing high-volume collections |
| Commercial recovery specialist | Pursues specific unpaid B2B invoices for the original creditor | Businesses recovering overdue trade debts |
What size does not tell a business
A company chasing a trade invoice needs expertise in recovering B2B invoices, disputed balances and commercial relationships. A suitable provider should follow a structured recovery process and explain how it communicates with customers.
Where a company owes an undisputed debt of at least £750, a statutory demand may sometimes form part of an insolvency strategy. The debtor has 21 days to pay or agree terms before the creditor may seek to wind up the company. This is a serious legal step, not a routine collection letter, and should not be used where the debt is genuinely disputed.
How to choose the right agency
Match the provider to the debt. A consumer debt purchaser is unlikely to be the natural choice for a single commercial invoice.
Check the charging structure. Some commercial agencies charge commission or offer contingency-based recovery. Confirm VAT, minimum fees, legal costs and exclusions before instructing them.
Assess sector and geographic experience. Overseas debts may require international debt collection. Construction businesses may benefit from construction debt collection experience because payment notices, retentions and contractual disputes can affect recovery.
Review prevention services. Appropriate credit checks can help businesses assess new customers before extending credit.
Check escalation and communication. Understand the signs you need an agency, decide when to escalate and consider the reasons to outsource collections rather than handling every account internally. A clear approach should provide communication, choice and control, reflected in the three C’s of collections.
Are debt collection agencies regulated?
FCA regulation applies to debt collecting under regulated credit and consumer-hire agreements. Pure commercial invoice recovery involving debts owed by limited companies is generally not regulated in the same way, although data protection, harassment, insolvency, contractual and court-procedure rules still apply. Reputable providers may also follow the Credit Services Association’s Code of Practice.
Choose the right fit
Start with the type, value, age and location of the debt rather than the provider’s headline size. Taurus Collections can assess whether direct recovery or ongoing outsourced credit control is the more appropriate route for your business.
